If a teacher creates a scale, uses it to grade an activity, then quits using the scale, it continues to show as being in use and does not show a delete icon, just an edit icon. The scale can be modified but not deleted. If the teacher goes ahead and deletes the activity, they can then see the scale is not in use and there is a delete icon that works.
