Batch message emails

      In cases where messages are frequently send we should bulk emails into a digest.

      https://tracker.moodle.org/browse/MDL-57419 changed the behaviour of the messaging system to no longer send messages upon pressing the enter key.

      Once this issue is fixed, we can change it back to enter to send, or at least give the option.
