This is a followup of ~~MDL-58027~~, where it was detected that send_file() it not being explicitly covered by tests and, it has complexity enough (conditions, branches) to try to cover it as much as possible.

When it will be a unit test, or any other type of test is not defined at the time of writing this, just the need of coverage to guarantee behavior is reported.
