Resources not loading with X-Sendfile ON

      To reproduce:

      1. Install mod_xsendfile (https://tn123.org/mod_xsendfile/).
      2. Restart your web server.
      3. Edit config.php and add "$CFG->xsendfile = 'X-Sendfile';".
      4. Purge caches.
      5. Make sure developer mode is turned off.
      6. Login as a any user.
      7. Expected
        • Resources should be loading okay.
      8. Actual
        • Resources are not loading.
