The CLI maintenance page that is generated when using the admin/cli/maintenance.php script is quite old-fashioned, and cannot be customized without patching lib/setuplib.php's early_error_content(…) and/or plain_page(…).

I'm hereby proposing a fix for that through addressing only the "CLI maintenance" problem, by putting in place the minimum needed for a template rendering.
