assign|feedback_plugin_for_gradebook does not work when set to File feedback

      1. Choose 'Filefeedback' from the site wide setting assign|feedback_plugin_for_gradebook
      2. Create an assignment
      3. Upload File feedback
      4. Navigate to the gradebook

      Result: Feedback column is empty
