we came up to this issue as one of our teachers created a test with the following setting Timing -> When time expires: Attempts must be submitted before time expires, or they are not counted.

Then he contacted us with the question where he could change the status Never submitted of some students to Submitted because he wanted to grade the attempts that have been started but were not submitted in time.

Unfortunately, there's simply no possibility, even not for the admin, to change the attempt status for participants. I think the only way at the moment is to change the equivalent data in the database. This is quite bad as even not every Moodle admin automatically also has access to the database.

So I think it would be great, if a new capability could be introduced that makes it possible to be able to change the status of a user's attempt. Of course, the GUI should also be extended so that there's a place where the capability can be used. It could be a link "Change status of attempt" that is only shown to roles that has this ne capability enabled and then a GUI to change the status.
