While editing competency rule, dialogue box background is not correct.

      1. Create a competency framework or use an existing one.
      2. In that framework, create a competency and other competencies child of that parent competency.
      3. Select the parent competency and click Edit link.
      4. Click "Competency rule" on the menu
      5. Confirm the buttons are displayed inside the dialog.
      6. Make sure there are margin between outcome drop down and the buttons.
      7. Now click in one of the child competencies and then click Edit link
      8. Click "Competency rule" on the menu
      9. Make sure the Cancel button is displayed inside the dialog.

      Steps to reproduce:

      1. Create competency
      2. Select competency and press edit
      3. Select "Competency rule"

      You will observe the dialogue background is incorrect.
