      The link to /admin/tool/lp/coursecompetencies.php is missing from the Course Administration navigation.

      Steps to reproduce...

      1. Enable competencies in /admin/settings.php?section=competencysettings
      2. Go to a course main page
      3. Look at the Course Administration navigation, verify that the Competencies link is missing

      What I expected...
      The Competencies link to be there

      What actually happens...
      It isn't
