theme_boost: install requirement check doesn't use bootstrap labels and primary button

      1. Visit Site administration ► Server ► Environment.
      2. Make sure status tags are properly styled (see screenshot)
      3. Disable some php module, for example:

        sudo phpdismod zip

      4. Restart your webserver.
      5. Reload the page and note zip extension status tag has changed to red (critical).
      6. Enable the module again:

        sudo phpenmod zip

      7. Restart your webserver.
      8. Reload the page and note zip extension status tag has changed to green again (ok).

      On installing a new site, the page listing requirements does't use standard bootstrap labels to color code the OK / check status.

      It also doesn't use primary button for the only action button on the screen to continue.

      This would help standardize the look and let a few more lines of CSS be deleted from Boost as I don't think the classes are used anywhere but this page.
