I simply called localhost/moodle31 having an error in my config.php.
Infact I had:
$CFG->wwwroot = 'http://localhost/moodle32';
instad of
$CFG->wwwroot = 'http://localhost/moodle31';

By calling localhost/moodle31 I received the error shown in the attachment.
