On a small screen enrol user dialog is too big and tough to use.

Steps to reproduce:

1. On a mobile device or browser size 400x760
2. Login as teacher in a course
3. Go to enrolled user page
4. Click enrol users and you will observe a big dialog with just users visible in the area. To view enrol button user has to scroll. This looks good on clean.
