Install essential. Ignore all the string_manager warnings. Login and logout several times. Verify there are no duplicated navigation and settings blocks.

The theme essential seems to have a bug that will add more instances of the navigation and administration blocks.
Perhaps we could ensure that we only ever show one instance regardless of how many instances are created in the database.

Replication steps

Install theme_essential and switch to that theme.
Log out.
Log in.
Observe an additional set of navigation and administration blocks.
