Log into moodle with an account

Open the notifications popover in the nav bar

Click the "see all" link at the bottom of the popover

Confirm you are taken to the dedicated notifications page (/message/output/popup/notifications.php) rather than just reloading the current page

Expected result:

There is no 'See all' link if you have no notifications.

Actual result:

The 'See all' link takes you to the page you are currently on i.e. it results in the Notifications window closing.
