Feedback plugins info is not served if grade is not present

      On mod_assign_get_submission_status WS feedback plugins info is not served it's not previously graded.

      To solve that, the user have to grade the submission, save and reload to get what feedback plugins are avalaible and then enter the info of the plugins and save.
