Boost, IE11, Blocks incorrectly wrappign

      In IE11, Edge, Firefox and Chrome

      In boost:

      Test on every page layout (easiest way is to hack a page to call $PAGE->set_pagelayout('X');

      Valid layouts: base, standard, login, embedded, maintenance, secure

      Test with and without blocks. (The only layout expected to show blocks is standard)

      On each of those pages verify the content region is in the correct place and size, and that the blocks are in the correct place and size (if there are blocks). Test that on mobile size the blocks (if there are blocks) go into the footer and the content becomes 100% wide. Test that inserting very wide content like:

      <div style="width: 2000px; background-color: pink">Hi</div>

      Does not affect the layout.

      Problem in IE11, the blocks wrap below. If this is covered in another issue and isn't mod_survey related, please advise:

      Only happens on the view page for admins after they've submitted.
