Navigate to Site administration > Appearance > User tours

Open an existing tour or create a new one

Click to create a new step in the tour

Choose a target type of "Block"

Confirm that the blocks are alphabetically sorted

Switch to a different language (e.g. Deutsche) and repeat
(The German for "Admin Bookmarks" is "Lesezeichen" which should come in the correct location)

When editing/creating a user tours step, the list of blocks is not in alphabetical order. It would be nice to have it properly ordered.
