Testing Instructions:
1. Go to notification page
2. Make sure on/off buttons have title tags
3. Repeat the same for message preferences

Click on Notifications icon and then click on "Notification preferences"
using NVDA or ChromeVox, try switch on and off icons.
You will only listen "On" or "off" without any context.
