WS fails when user is required to change password

      1. Log in as an admin.
      2. Edit the profile for another user.
      3. Set 'Force password change'.
      4. Log in as that user.
      5. Notice the following error is thrown by the WS.

      You cannot proceed without changing your password, however there is no available page for changing it. Please contact your Moodle Administrator.
