The activity names auto-linking filter doesn't work in forum notification emails

      1. Create a new course and enrol some users
      2. Create an assignment and name it something sensible
      3. Disable the Activity auto-linking filter at the course level
      4. Create a new forum
      5. Enable the filter for the forum
      6. Post in the forum and include the name of the assignment in the text. Check the Mail now option
      7. Run the forum cron: 

        php admin/tool/task/cli/schedule_task.php --execute="\mod_forum\task\cron_task"

      To reproduce:

      1. Ensure that the activity names auto-linking filter is enabled
      2. Post in a forum and mention the name of another activity in the course
      3. Check the forum notification email

      Expected result:
      The forum notification email will contain a link to the activity (as other text filters such as Display emoticons as images work in forum notification emails).

      Actual result:
      The forum notification email does not contain a link to the activity. The link is only displayed when viewing the forum post in Moodle.
