Scrolling in the Marking Guide Frequently Used Comments view doesn't not work in Chrome on a Mac and Windows. I have 20 comments and can use only the first ones.

To reproduce:

1. Create an assignment and set is grading method to Marking guide.
2. Define a marking guide and create at least 20 items on it.
3. Grade a student and try to insert a frequently used comment.
4. Expected:
   • The comments chooser dialogue should allow scrolling down to the last frequently used comment item.
5. Actual:
   • The user cannot scroll down to the last item.
