Assuming the max_upload_size and post_max_size values are set to 64MB, when a user with the permission to upload more than that (e.g. admin user) is viewing a file picker (e.g. Private files) they see "Maximum size for new files: 64MB". That is incorrect as they can bypass the limit when using pretty much any repository but the Upload file one.

The message could be altered, removed, clarified, ...
