View annotated PDF can mis-display comments

      Students recently showed me how, when they click on View Annotated PDF, the inline comments render differently in that preview compared to if they actually download the annotated PDF and open it outside Moodle in a PDF reader. In the preview, the comments were obscuring the original text, making them harder to interpret.

      This becomes a problem:
      a) if the tutor positions a comment very close to the text it relates to (a reasonable thing to do) and:
      b) if students do not realise that they can/should download the annotated PDF (and it's clear to me that many don't).

      One suggestion is to clearly mark the preview as a preview, with an alert to download. As well as this, it would be great if the preview rendered the comments as the marker intended.
