Default assignment submission statement does not display in user's language

      Go to Site administration / Plugins / Activity modules / Assignment / Assignment settings and enter the submission statement in the required language (using the multi-lang filter if multiple languages are are required) then save changes.

      Steps to reproduce:

      1. Install an additional language on your site e.g. German
      2. Create an assignment with 'Require that students accept the submission statement' set to Yes
      3. Log in as a student in the course with the assigment and select the language that you just installed
      4. Browse to the assignment and click the 'Add submission' button.

      Expected result:

      The submission statement displays in the language selected.

      Actual result:

      The submission statement displays in English.

      If submission statement is active for an assignment the users sees an additional line for giving a statement that its his own work.
      If the user swiches the language this line doesn't change to the new language
