Tag collection page showing tags modified a long time ago

      Test 1
      1. Create a course.
      2. Visit 'Course administration' > 'Question bank' > 'Questions'.
      3. Create a new question with some tags.
      4. Visit 'Site administration' > 'Appearance' > 'Manage tags'.
      5. Click on 'Default collection'.
      6. Edit one of the tags.
      7. Add a unique 'Related tag'.
      8. Ensure the 'Related tag' is now shown under the 'Default collection'.
      9. Ensure all tags have a time under the 'Modified' column that makes sense.
      10. Go back to the 'Manage tags' page.
      11. Create a new tag collection.
      12. Next to 'Questions' in 'Tag areas' change the 'Tag collection' to the one you just created.
      13. Click on the name of the tag collection you created.
      14. Check that the 'Modified' column shows an accurate time for all tags.

      1. Run the PHPUnit tests in tag/tests/taglib_test.php

      1. Run all @core_tag behat tests.
