Looking at xhperf comparisons, including enrol/lti/lib.php (there is an extends_course functions) resulted in a 1% increment in memory usage, which seems more than what it should be for a 15KB file, in my case it results in around 200KB increment in memory usage before and after MDL-52035 even with both enrol and auth plugins disabled.
