Stacking of messages in course competency breakdown report

      1. As an admin go to Administration du site►Competencies►Competencies settings and set Push course ratings to individual learning plans to true
      2. Link a competency to a course with at least one student
      3. As an admin or a teacher, got to "Course administration > Reports > Competency breakdown"
      4. You should see Competency ratings in this course are updated immediately in individual learning plans
      5. Click on "Not rated" link to open the user competency dialog.
      6. Close the window.
      7. You should still see Competency ratings in this course are updated immediately in individual learning plans
      8. As an admin go to Administration du site►Competencies►Competencies settings and set Push course ratings to individual learning plans to false
      9. As an admin or a teacher, got to "Course administration > Reports > Competency breakdown"
      10. You should see Competency ratings in this course do not affect individual learning plans.
      11. Click on "Not rated" link to open the user competency dialog.
      12. Close the window.
      13. You should still see Competency ratings in this course do not affect individual learning plans.

      The message that display to the teacher if the grade is pushed to individual learning plan or not is added in the course competency breakdown report page every time the user competency dialog is closed (See attachment).

      To reproduce:

      1. Link a competency to a course with at least one student
      2. As an admin or a teacher, got to "Course administration > Reports > Competency breakdown"
      3. Click on "Not rated" link to open the user competency dialog.
      4. Close the window without modifying anything.
        You should see message saying "Competency ratings in this course do not affect individual learning plans." under the message "Competency ratings in this course are updated immediately in individual learning plans." You can repeat steps 3/4 and the messages will keep stacking
