      As discussed in MDL-19020, we should add a checkbox to allow some users to post to al potential recipients and not just those subscribed to the forum.

      This is intended for occasional important announcements and enhances the functionality of the mailnow feature.

      Consider adding a warning that this message will be sent to all 2,400,000,000 recipients, etc.
