When adding a blog item it would be nice to have the option to publish the blog to a specific user in the site or course.

1. Go to add blog item (/blog/edit.php?action=add)
2. Use the dropdown menu to select Specific (see screenshot)
3. Save the blog item
4. The selected user gains the capability to view that single blog item

Just speculating I think this would need a blog item to be a context, so that roles and/or capabilities can be assigned to them specifically. I am going to research this more in the near future and will contribute to this discussion.
