The CBE block which appears on the dashboard only displays for Managers because it appears they only have the rights by default to review a competency.

As a teacher in course using competencies I would expect to see this block and to review competencies, especially if I am the only teacher running the course in question.

Perhaps we need to make use and visiblity of the block or of reviewing competencies clearer?
