Add a new method "is_plain_html" in the question type base class

      This method will return true if the question does not require javascript, java applets, flash objects, ActiveX, WebGL, Silverlight or other similar technologies that may require specific plugins in the browser

      This will be very helpful to know if we can render additional question types (not core ones) in the Mobile app.
