Add a comment when marking or suggesting a rating of a competency at course level

      As discussed in issue MDL-51036, I think it would be an important feature for the teachers to be able to add at least one comment when marking or suggesting a rating of a competency at course level (Competency breakdown report).

      Proposition from Fred: Could be linked with the evidence, sort of additional "text" to the evidence itself.
