Site notes as well as personal notes cannot be added for a student unless s/he is in a single course at least. This is not very logical - forcing me to keep a dummy course with inactive enrolments just for the sake of having the notes options open.

The issue was first reported (for M1.9) in MDL-21776 , was closed then. It is worth revisiting. I think it affects all the knowb versions.
