Steps to reproduce

As admin, go to Site administration > Plugins > Blocks > Manage blocks page
Locate the Tags block row
Check and click the "Settings" link for the block

Expected behaviour

There should be no Settings link displayed. The only setting that was available there in 2.9 (block_tags_showcoursetags) has been dropped and removed in ~~MDL-51132~~.

Actual behaviour

The settings link is still displayed and links to non-existing URL admin/block.php?block=40

is a regression caused by

MDL-41437 missing plugins are not displayed on plugins overview page
