It may be useful for each competency to declare a different scale, though we won't exactly implement support for it just yet. This issue is about creating a getter in competency persistent to retrieve the scale and scale config. For now it will only be retrieving the scale from its framework but it will be useful in the future if we want to add support for scale competencies.
