Add "view author's name" permission control to setting page

      Most teachers seems to avoid "playing" with module permissions and also not very much aware of the features and benefits of it when considering how it could change the pedagogical behaviour of the workshop activity. And so, miss the ability to change "author name visibility" to none (from the visible state). as the most frequently need and request it.

      I am referring to the workshop permission capability: "View author names" - mod/workshop:viewauthornames

      A workaround, as it is most popular request on most Moodle system I manage, is to change the teacher's role permissions system wide for this specific capability. (And avoid "support" requests about it. as it seems the default opposite is less popular. weird)

      What I suggest, is to add a new UI form field (checkbox) that is bind to the module's capability and enable the teachers to change it from inside the workshop settings page.
