While testing MDLQA-8302, it was observed that "shuffle" setting is not respected for Matching question.

Steps to reproduce:

1. Create a new quiz with "shuffle within questions" set to "YES".
2. Create two matching questions, one question with ''shuffle'' unchecked
3. login as student 1 and attempted the quiz, both the questions options are shuffled.
4. login as student 2 and attempted the quiz, both the questions options are shuffled.
5. Edit quiz settings with ''Shuffle within questions'' to ''NO''
6. login as student 3 and attempted the quiz, bot the questions options are "Shuffled".
7. For student 3, the options should not have been shuffled.
8. For student 1 and student 2, one question options should not get shuffled.
