Remove use of deprecated Rangy method createCssClassApplier

      After upgrading to Rangy version 1.3.0 in MDL-51605 the use of the "createCssClassApplier" method was deprecated. We need to update our code to use "createClassApplier" instead.

      If you load up the web developer console and click on a few buttons in the atto editor you'll see the deprecation warning:

      Rangy warning: DEPRECATED: createCssClassApplier in module ClassApplier is deprecated. Please use createClassApplier instead.
