Exporting questions in xml and importing back create unwanted categories.

      Steps to reproduce:

      1. Create 3 drag and drop question in Misc category
      2. Export them as xml
      3. Import them back and you will observer $cat1$ -> Default for Misc category created parallel to default for Misc.
