MDL-38572 introduced a regression that does not make sense.
That issue says that the field "Allow submission from" if disabled must also disable "Always show description" field, but it does not make any sense.
This "Always show description" setting can be used with activities that are always open.
At least this is the apparent semantic of the setting, confirmed by the show_intro function at mod/assign/locallib.php
