enrol_manual today option behaviour should consider users in different timezones

      The manual enrolment plugin, by default (until MDL-30157 - 3.0) set the enrolment start to today, we can understand different things from today and this is important to consider it when users are in different timezones

      1. The server timezone (this sounds bad)
      2. The enrolled user timezone
      3. The teacher or admin enrolling users timezone

      We should discuss what makes sense and how this should behave.
