Import new users using a CSV file which doesn't contains user password. Check that the e-mail sent to new users is in HTML format

When you import users with a file which doesn't contains password, Moodle generate a random password and send an email to the user.
Currently this email is only in plain text, it should be possible to end it in HTML format.

The change to be done is in moodlelib, function setnew_password_and_mail
