      The data in easy user plan will be exactly the same as the template, but also include the template ID as a reference to the original template. The user plan will be updated so that it gets its competencies from the template competencies when a link is present, this in order make it more efficient to update a template and related plans.

      The most complex part of this issue will probably be about creating the user interface which allows to pick users and cohorts. We can raise another issue to resolve this if need be. Note: Perhaps we can use the newly introduced auto complete field (MDL-51247?).
