Update Rangy to latest release

      Rangy 1.3.0 has now been released.
      We should look at upgrading to that version ASAP in master to give ourselves maximum time to test and update our uses of it.

      It also has AMD support, so I wonder whether it's possible or benefical for us to switch to this.
