Recently we ran into a situation where a limited admin role we had created had the permission to enroll users but they could not assign a role. We had assumed that the default role of student would have been selected. However, what happened is only the role of None could be selected. This lead to users being enrolled in the course with the Role None.
Though the users with a role of None were able to take a SCORM activity, there was no warning that they would not receive credit. This lead to many users completing their assigned SCORM course but there was no record of them taking the course.
Other activites are blocked when the role is sent to None, SCORM should be as well.
