Course completion stops running after ca 4600 users

      We have a problem with courses with a large amount of users. The course completion runs as normal until about 4600 users and don´t complete the cron job. Changes in the max_execution_time, db-settings etc. do not help, so now we ask: Is this a known bug in Moodle?
