Found while testing MDLQA-7902

Same issue as reported for MDL-49948 except Matching questions are impacted.

If you import the GIFT file attached to MDLQA-7902 into a blank lesson and then view the "Moodle activities" question you will find that the answers imported with that question, but cannot be viewed or edited after importing. The answers are displayed on the view page, but not on the edit page.

Specifically look at the answer for matching pair #2, as it is not displayed when editing that question. (Pair #5 contains the incomplete answer which is MDL-45478)
