When hovering over the link to access the single view for the course total in the gradebook, incorrect text appears.

Steps to reproduce
1. Create (or use an existing) a course with at least one user enrolled
2. Make sure there is a grade item in the course (an assignment will do)
3. Go to the gradebook.
4. Hover over the single view link for the grade item and observe that the hover text is appropriate i.e. "Single view for assessment item"
5. Hover over the single view link for the course total and observe that there is a placeholder being displayed i.e. "Single view for {$a}"

This bug doesn't seem to exist in 2.8, so something between then and now must have caused it.
