Allow a teacher or admin the ability to "complete" an assignment manually on behalf of the student or override the completion status.

i.e.: Similar to the setting that allows the student to complete manually by clicking the box when that condition is set in the Activity Completion settings.

Preferably from the Course Completion Report. That would allow this to be done to many students at once when cases like this come up.
