Empty user activity reports show a broken image

      Login as admin.
      Click on Menu.
      Click on [Navigation] Site pages > Participants.
      User List = User Details
      Under any user which has no activity, click on Activity.

      Note - a broken image is spat out, see screenshot

      If a user activity report is empty - i.e. no activity then it still shows an image but it is broken
